I've seen some of the flyers that are saying "jackpot beans"  and then I read this in the Smoking Log section of the IBCA site:

"Magnolia Music Festival & BBQ had 41 teams participate and this year there was a slight problem but Charlie stated that it was discussed with the Promoter and that it would be corrected next year?this year the counted Beans into the Grand Champion but did not advise it and it cost Don Canterbury the GC award.

We stress to the Promoter?s that only the meat categories count toward GC unless it is advertised differently?neither of these things happened."

My ? is does "jackpot beans" mean that it counts toward GC or does it mean that the beans will pay a jackpot, based on the # of entries?

Typically beans are not counted towards GC.  Most bean events are "Jackpot" as you have described.

We stress to the Promoter that Beans are not to count toward GC - only the basic meat categories unles they advertize that other things will count -

For example:  in South Texas a lot of times Fajitas will count toward the GC - make sure that you read the flyers or contact the promoter if you have any questions.
